THE OBJECTIVES OF ENERGY POLICY
IN MALI
The energy policy of the country is strongly
dependent on the scenario described above. The main
objectives and strategies are to:
�� Develop the national potential of renewable
energy;
�� Protect and preserve the existing wood fuel
resources;
�� Ensure that a greater number of the population
has access to energy,
�� Liberalize the sector by mobilizing more
initiatives from decentralized communities and
private sector;
�� Reduce wood energy demand through diffusion
and improved kitchen stoves
�� Modernise the supply and the marketing activities
of wood fuels and animal residues.
�� Design a petroleum products’ consumption
pattern as a development vector.
Particularly in the sub-sector of Renewable
Energies:
�� Promote a large utilisation of renewable energy
technologies and equipments in order to increase
their contribution to the national energy
assessment from now to 6% in 2010, 10 % in
2015 and 15 % in 2020;
�� Create better sustainable conditions for renewable
energy services;
�� Look for sustainable financing mechanisms
suitable for renewable energies;
OPPORTUNITIES AND OPTIONS FOR A
SUSTAINABLE RENEWABLE ENERGY
SYSTEM
Renewable Energy Policy Framework
The energy policy and plans of actions of the country
are centred around the followings points:
�� Define a long term energy development
policy
�� Institutional reform
�� Enhance capacity building in the energy
sector;
�� Decentralise energy supply systems,
�� Exploitation and distribution of
conventional and renewable energies;
�� Liberalisation of the sector while mobilising
more initiatives and private funds
investments;
�� Development of economically exploitable
national energy resources, (hydro-potential,
solar energy).
Interventions in the Energy sector
Different interventions have been designed to
promote the development of renewable energy
technologies such as:
The Domestic Energy Strategy (DES) was designed
to contribute to the environmental protection and
fight desertification. Its energy component aimed at
reducing woody fuels consumption demand
(firewood and charcoal), through the diffusion and
utilisation of improved equipments, the promotion of
the utilisation of butane gas for cooking needs, and
the utilisation of substitutes to wood fuel such as
agricultural and vegetable residues. The supply
component of the DES aimed at developing supply
plans for woody fuels for the main cities, the
regulation reform and creation of wood fuel rural
markets, taxation reform and forestry control, in
order to ensure rational, participative, and
decentralised management of forestry resources.
The Women Renewable Energy project is to
encourage the active implication of women in
decisions taking in order to streamline the
consumption of energy, as they are the main
suppliers of household energy. The project provided
solar lighting systems, solar water heaters, and
multifunctional platforms equipments.
The Water Supply and Micro Electrification Project
by Renewable Energy Systems aimed at facilitating
access to clean water and electricity to rural
population by installing equipment such as wind
turbines and solar photovoltaic modules.
The Street Lighting Project by Solar Lamps: The
project aimed at promoting solar photovoltaic energy
technology by providing electricity for lighting,
refrigeration, TV etc.
The Multifunctional Platform Project to Fight
Poverty. Using jatropha plant fuel, the project aimed
at encouraging women to set up and manage
